Animal Control

Each municipality is required to appoint an Animal Control Officer (ACO) to enforce local and state animal welfare laws. The Animal Control Officer is responsible for the enforcement of the state and municipal animal welfare laws. Although the ACO’s duties are limited to domesticated animals, the ACO also responds to calls involving wildlife when rabies is a concern.

Report Animal Cruelty

  • Animal cruelty has many faces and can only be stopped if you report it. If you suspect abuse, neglect, inhumane living conditions or inadequate shelter, please contact the Buxton Police Department at 207-929-6612.

Stray Companion Animals

  • The Town of Buxton contracts with the Animal Refuge League (ARL) at 449 Stroudwater Street, Westbrook Maine to receive stray companion animals.
  • A $35 kennel fee is charged with a subsequent $20 fee per day for dogs and $10.00 per day fee for cats will be charged to owners when retrieving animals.
  • The Town of Buxton charges an additional impound fee of $35 for 1st offence dogs and $50 for second offence dogs.
  • Cats are charged an impound fee of $20 first offence and $35 second offence.

Assessing Services

The Town of Buxton uses the services of Parker Appraisal as the assessing agent for the Town. Parker Appraisal is the oldest Maine-owned re-valuation company in the State of Maine. Parker Appraisal handles the annual maintenance and re-valuation for the Town. Buxton has been using the services of Parker Appraisal since the early 1980’s. The Company is owned and operated by Robert Gingras.

Code Enforcement

Mission

The Code Enforcement Officer provides information and conducts inspections to instill the safety, health and public welfare through structural strength and stability, means of egress, adequate light and ventilation and protection to life and property from fire and hazardous incident to the design, construction, alteration, removal or demolition of buildings and structures. Other responsibilities include enforcing the Zoning and Subdivision Ordinances, Plumbing Inspector and the issuance of necessary permits.

Permitting Process

Except as provided in Section 5.5, no building or other structure shall be erected, moved, added to or structurally altered without a site inspection or a building permit issued by the Code Enforcement Officer.

  • All building permits shall be void unless work there under is commenced within six months from the date of issuance. A renewal of the permit shall be required if work is not completed within eighteen (18) months of the date of issuance. Permit may be renewed only upon application with required fees.
  • All applications for building permits shall be accompanied by engineered floor plans and drawing clearly showing the lot lines, the size and location of proposed and existing structures. Where applicable, the location of parking areas, subsurface sewage disposal systems, wells, landscaping and signs shall also be shown. The application shall also include other information as lawfully may be required by the Code Enforcement Officer to determine the conformance with this Ordinance.
  • The approval of all building permit applications shall be subject to evidence of compliance with the State Subsurface Wastewater Disposal Rules and Title 30-A, M.R.S.A., Section 4211.
  • The Code Enforcement Officer shall approve or deny an application for a permit within ten working days of receipt of a complete application.
  • No new building or addition shall be occupied after its construction, alteration or relocation, nor shall a new use be established in an existing building until a Certificate of Occupancy has been issued by the Code Enforcement Officer. Upon notification by the owner or his agent, the Code Enforcement Officer shall, within 72 hours, make proper examination to verify that the work or new use is in compliance with this Ordinance and the Buxton Building Code. If all work is found to be in compliance, the Code Enforcement Officer shall issue a Certificate of Occupancy.
  • Temporary Certificate - The Code Enforcement Officer may issue a temporary Certificate of Occupancy for a period of six (6) months for part of a building or structure, provided that such temporary occupancy or use will not jeopardize health, life or property. Renewal of a temporary Certificate may be issued by the Code Enforcement Officer when the owner or his agent can show reasonable cause.
  • An application for a building permit shall be accompanied by a fee issued by the Municipal Officers.

Schedule Inspections

Please give a minimum 24-hour advance notice when requesting inspections. To schedule an inspection please send an email or call 207-929-3046.

The Following Inspections are Required: - Footings inspected prior to pouring the cement.

  • Foundations - Prior to backfilling (waterproofing must be complete and all drains and rocks in place).

  • Framing - Can be combined with electrical and/or plumbing rough-in inspection.

  • Electrical - The Town of Buxton requires electrical permits for residential wiring. If you have any questions, please contact the CEO office at 207-929-3046.

  • Plumbing - All before closing the walls in. External Wastewater Disposal Systems, Two inspections are required:

    • Pre-bed inspection
    • Final inspection (prior to backfilling)
  • Final Inspection - A final inspection is required prior to Occupancy.

Records Restoration Program

  • The Town of Buxton has an extensive and active Records Restoration Program. In 1989, with $1,000.00 from the Miscellaneous Account, Selectmen chose to have our priceless Original Proprietors Records restored and rebound. This book, along with many of our Tax and Valuation books had been left in a vault with a moisture problem.
  • Since the implementation of this program, we have been able to restore 171 volumes, 2 maps, 1900 Loose Documents and hard copies of Births, Deaths, and Marriages found in an old school bus. Our Valuations and Tax Records have been restored from the mid 1700s through 1947. We also have our Town Reports from 1870 through 2004 all bound in volumes. We have recently acquired a volume of 440 pages copied from a Maine Historical Society work in danger of being lost. This includes births, deaths, some marriages, and historic notes regarding the families from 1748 until 1891, transcribed by Dr. A K Meserve. This was photocopied and again transcribed into a computer by Burt Pease of Buxton, and is now being bound at Brown River Bindery in Vt. Our records include Militia Lists ‚School Records, Road Records, and many others.
  • The Narragansett Number One Foundation has funded the restoration of 17 volumes of our Town Records.
  • We do encourage the citizens of Buxton and others from the surrounding area to use and enjoy these restored records and maps. Copies of the restored early maps (1850s) are available for purchase. We are so fortunate to have these Historical Records‚ and they are available at the Town Office during regular office hours.

Mailbox Suggestions:

Damage to Mailboxes

  • This is a common problem and a source of much confusion. Each street is a public right of way (ROW); this ROW may extend 6 to 10 feet or more beyond the paved surface. In most cases people do not know this exists or they simply ignore the fact and plant or place objects in the ROW. Generally speaking the Town is not responsible for any type of damage to any item including mailboxes located in this area. Residents should review their property records and become familiar with actual boundaries. Mailboxes should be placed as far back from the road as practical, set at a height of 45 in. and equipped with reflectors on all sides. It is also prudent to check posts for rot or deterioration, particularly at the base to insure they will not break under the weight of snow.

Mailboxes

  • Our plow drivers are warned to take all precautions to avoid striking mailboxes with the wing of the plow. Below are some tips for mailbox placement to help reduce the changes of damage during winter plowing:

    • Place reflective material on the side of the box visible to approaching traffic, also, 4” high reflective letters to identify the address is recommended to assist emergency vehicles.
    • Mailbox post size must not exceed 4” by 4” for a wooden post or 2” diameter for a steel pipe post for roadside barrier safety. Posts that are more substantial in construction are considered “deadly fixed objects” and are not permitted within the Town Way.

Registering to Vote in the State of Maine

Maine allows you to use any of the following for identification to register to vote:

  • Government-issued photograph identification document or credential. A government-issued photograph identification document or credential, including, but not limited to, a current and valid United States passport, military identification, driver’s license or state identification;
  • Other government-issued identification document. A government-issued identification or document without a photograph, including, but not limited to m a certified birth certificate or a signed social security card; or
  • Other official documents. An official document including, but not limited to, a document confirming eligibility determinations for public benefits, a utility bill, a bank statement, a government check, a paycheck or other government document that shows the name and address of the voter;
  • Maine ID or Driver’s License number, or last four of your social security number, if it is already in our computer system

You don’t need to have any particular item from the above list. For example, not having a government-issued identification document does not present you from registering to vote in Maine. Any of the above works on its own.

  • You may register to vote at the Buxton Town Office during regular office hours, at the Registrar of Voters desk, or in her absence with the Town Clerk, Deputy Town Clerks, or Deputy Registrars.
  • The State of Maine invites people to register to vote at all motor vehicle registration offices also.
  • You may Register at a Voter Registration Drive, or by a Mail in Registration. If you choose to Register to Vote by Mail, you must submit a copy of your State of Maine Driver’s License, a State ID card, or a copy of your Social Security Card. The copies of the documents will be destroyed after the registrar views them.
  • The State of Maine also allows and encourages voter registration on Election Day.

As Registrar, we process Change of Name and Address, Party Enrollments, and Withdrawal of, or Change of Enrollments. We also certify all Petitions and Nomination Papers.

  • The current tax rate is $10.99 per thousand assessed at 100% of market value.

Downloadable Tax Forms

  • Maine Residents Property Tax Fairness Credit: This credit will kick in for the 2015 State Income Tax filings submitted in 2016. The income tax credit will be available to Maine residents who own or rent a primary residence with incomes up to $40,000. The benefit is 40% of the amount of property taxes (or assumed property taxes in the case of renters) that exceed 10% of income. Benefits are capped at $300 for a qualifying homeowner or renter under age 70 and $400 for applicants 70 years of age or older. To apply for credit, file a 1040ME “Maine Individual Income Tax Form” and property tax fairness credit worksheet. If assistance is needed to apply for credit call 207-626-8475.
  • Business Equipment Tax Exemption (BETE): Retail businesses do not qualify. Required iformation from the taxpayer, municipal certification. The single property taxpayers whose property is valued at 2% or m ore of the municipal tax base must provide in their applications for BETE status sufficient information to allow the municipal assessor to determine the value of the subject property, including income and expense information as necessary. Failure to provide that information to the municipal assessor disallows a BETE exemption for that tax year. You must apply each year.
  • Business Equipment Tax Reimbursement Program (BETR) is designed to encourage new capital investment in ME. The program reimburses local property taxes paid on most qualified business property. To qualify, qualified business property must have been first placed in service in Maine after April 1, 1995. The BETR Program begins August 1 and ends December 31 each year. Call 207-626-8475 for additional information. The application is only available from the State and NOT at Town Hall. Visit the State of Maine website after August 1 and leave your name and mailing address for application and instructions

These records may be viewed during regular office hours. Basic assessment data is available by telephone or Email. If you require more than Map/Lot, Location, Owner, Assessment, Book & Page and Acreage, please visit our Tax Office during regular business hours.

Tax Information

Taxes are committed once a year to property owners on record as of April 1st. Any property changes made after April 1st would not reflect in the tax record until the following fiscal year. It is the obligation of the current owner to forward the tax bill to the new owner. The Assessor is not responsible for the pro-ration of taxes between the buyer and seller.

The Town of Buxton’s fiscal year is July 1 – June 30. Tax bills are sent out once a year in August. Payments are due October 10th and April 10th.

Municipal real estate tax liens are recorded at the York County Registry of Deeds in Alfred, ME for unpaid taxes. Partial payments do not waive a tax lien. If a tax lien is not paid 18 months from the lien date, automatic foreclosure occurs.

Unclaimed Property Search

Contact the State of Maine Treasurer’s Office to see if your name is on the list for funds the State of Maine is holding for Maine residents. The funds come from companies that owe you money but could not locate you. This is money due to you from unused gift cards, mutual funds, refunds, etc. To check click here.
